Post-Placement compliance has significant impact on Holt’s working relationship with inter-country adoption officials overseas in all of the countries we partner with for adoption. It is very important to them to know the children placed with U.S. families are well taken care of, loved, and that agencies are providing appropriate supervision and continued support after the child’s arrival home.
It is critical for adoption agencies to have the reports and photo pages submitted overseas in a very timely manner. We understand this is a busy adjustment period and are so thankful for everyone’s cooperation to make that possible. If you have any questions:

Reporting Schedule
Hong Kong’s reporting schedule is as follows:
- 1 month Post-Placement Report (social worker completed) with 4 photos provided by the family.
- 3 month Post-Placement Report (social worker completed) with 4 photos provided by the family.
- 6 month Post-Placement Report (social worker completed) with 4 photos provided by the family.
- 9 month Post-Placement Report (social worker completed) with 4 photos provided by the family.
- 12 month Post-Placement Report (social worker completed) with 4 photos provided by the family.
- Plus any additional reports required by the adoptive family’s state. It is imperative to note, that adoption from Hong Kong are not finalized in Hong Kong. Given this each states has its own requirements regarding post-placement reporting. Adoptive families need to consult with their social worker to determine if they will be required to do more than the post-placement reports required by Holt Hong Kong.
Report Submission Process
As the social worker, you will prepare a written post placement report after each home visit and submit the report to Holt’s Post-Placement Staff in the Eugene Office. Reports by social workers should be scanned with the signature of the social worker to hongkongppr@holtinternational.org. Two hard copy originals must be mailed to Holt’s Eugene office, Attention: Hong Kong program, 250 Country Club Rd., Eugene OR, 97401. The reports should be on agency letterhead.
- REPORT TEMPLATE: The post-placement report outline needs to be followed precisely. The report must be on agency letterhead. Each report must include updated height and weight of the child.
- QUANTITY: One original signed by the social worker in BLUE INK, and one color copy.
Photo Requirements
Holt requires 4 photos of the child with various family members involved in different activities. Each post-placement report needs to have new photographs. Please include a variety of photos with family (or friends), not just photos of your child alone. Include both parents (if not within the same photo, then one-on-one with the adoptee). Please choose photographs that highlight your child and the family enjoying routine activities or special events. (Example: Going to school, eating breakfast, or going to the aquarium, family camping trip, etc.) We suggest that the photos show your child content and dressed appropriately (Example: warmly dressed if the environment looks cold, etc.) Photos can be submitted by visiting:
Once the photos have been submitted the family will receive a confirmation email, signaling that their photos have been received and will be placed with the corresponding report. We ask that families forward this confirmation email that includes links to the photos, to their social worker. Post Placement Reports are not considered complete without the required photos, so we ask that families send us photos prior to the home visit or the same day of the visit to insure the reports completion.
The report, photos and supplemental materials are then sent from Holt directly to Hong Kong in compliance with their requirements.
Prior to your first post-placement visit, your family will receive detailed information and instructions from Holt via email.
