Post-Adoption compliance has significant impact on Holt’s working relationship with inter-country adoption officials overseas in all of the countries we partner with for adoption. It is very important to them to know the children placed with U.S. families are well taken care of, loved, and that agencies are providing appropriate supervision and continued support after the child’s arrival home.

It is critical for adoption agencies to have the reports and photo pages submitted overseas very timely. We understand this is a busy adjustment period, and are so thankful for everyone’s cooperation to make that possible.

Agency-Specific Requirements

Each agency in Taiwan has its own requirements. Below is an outline of report requirements by our Taiwan partners, but are subject to additional requests on a case-by-case basis.

Cathwel

Four reports required for the first year at 1, 3, 6, 9, and 12 months. The 6 and 12 month reports must be completed by your social worker. Following the first year, families are required to do annual self-reports for at least 7 years. 20 photographs are required with each report. DVDs are sometimes required with videos.

GSS

Two reports are required in the first year by your social worker at 1, 6, and 12 months. Following the first year, families are required to do self-reports at 18, 24, 30, and 36 months. These reports have to be translated. Followed by annual reports for 7 years, which do not have to be translated. All reports must be accompanied by 20 photographs.

GOH

Two reports are required in the first year by your social worker at 1, 6, and 12 months. Following the first year, families are required to do self-reports at 18, 24, 30, and 36 months, followed by annual reports every year until the child is 18. All reports must be accompanied by 20 photographs.

CWLF

Two reports are required by your social worker at 1, 6, and 12 months. The family needs to submit a 3 month self-report and then annual reports for a total of 10 years of reports. All reports must be accompanied by 20 photographs.


Due Dates and Submission

Due dates are based upon the date of the immigration appointment in Taiwan (ex. For an appointment date of 1/1/2026, the one-month report is due 2/1/2026). A list of due dates will be provided by Holt’s Taiwan Coordinator via email prior to travel to Taiwan.

We hope to receive reports and photos no later than 2 weeks after the home visit has occurred, to allow time for processing at Holt.

  • Reports by social workers should be scanned with signature of social worker. You will be provided a secure OneDrive link to upload your report.

Report and Photo Requirements

  • Frequency: See above. Please note: If additional reports are required per state rules, please provide those to us as well, along with photos.
  • Report Template: The post-adoption report outline needs to be followed precisely. The report must be on agency letterhead. Each report must include updated height and weight of the child.
  • Quantity: One scanned copy signed by the social worker is required.
  • Photo Requirements: Unless otherwise noted, Taiwan requires 20 photos of the child with various family members involved in different activities. Each post-adoption report needs to have new photographs. Please include a variety of photos with family (or friends), not just photos of the child alone. Include both parents (if not within the same photo, then one-on-one with the adoptee). Please choose photographs that highlight the child and the family enjoying routine activities or special events. (Example: Going to school, eating breakfast, or going to the aquarium, family camping trip, etc.) We suggest that the photos show the child content and dressed appropriately (Example: warmly dressed if the environment looks cold, etc.)

Prior to the first post-placement visit, the family will receive detailed information and instructions from Holt via email.
